Background: Abortion Funding Cuts PDF Print E-mail
The California state budget for FY 2008-2009 allocated $3.1 billion to the Department of Public Health. The Family PACT (Planning, Access, Care and Treatment) Program is administered by the Office of Family Planning, which is in the Center for Family Health, which in turn is in the Department of Public Health. Planned Parenthood California affiliates are major providers of PACT services. In addition, Medi-Cal (state funds only) reimburses abortion providers for the abortions for women (or girls) who can not afford to pay for their own. According to ACCESS, in 2004, Medi-Cal paid for 39 percent of all abortions in California.

California Planned Parenthood offices are all affiliates of Planned Parenthood Federation of America (PPFA). Financial reports for the individual affiliates are not available, but PPFA, the nation's largest abortion provider-and a nonprofit corporation-prepares a consolidated financial report. According to their FY 2007-2008 Summary of Financial Activities (pp. 18-19), PPFA had revenues of $1 billion with a profit of $85 million, while receiving $349.6 million in taxpayer funding in the form of government grants and contracts resulting in a bottom line of $1,014 billion in net assets. According to the report mentioned above (p.9) PPFA performed 305,310 abortions in FY 2007-2008-up from 289,750 abortions in FY 2006-2007-or one in four abortions in the United States.

Extrapolating from the consolidated financial report, California Planned Parenthood affiliates received at least one-third of their funds from the taxpayers and performed one-quarter of all the abortions in California last year.

During this state budget crisis, when our family healthcare services and children's school programs are experiencing cuts, it seems appropriate to restrict state funding that goes to Planned Parenthood-an organization that performs one quarter of all abortions in California.
